KDE spam is annoying, but it turned OK in my case. I was not searching further as it was necessary once to transfer data into saner format. And anyway since that time I reinstalled OS twice :)

Raspberry Pi should be small enough - see projects.raspberrypi.org/en/projects/… Requires a bit more tinkering but it has OS allowing to have decent control over what happens. In case of Android phones my advice would be "write new OS" what is not going to be reasonable. Or "accept that OS may kill your app for inactivity, lack of user interaction or large memory use or just because" what goes against the question.

Is there a reason why you want to use Android that is not designed for such purpose rather than laptop or Raspberry Pi or other device designed for that? Note that for start Android is allowed to kill running apps at any time for any reason and developers are expected to write application in way that will handle it.

I awarded bounty - there was no better answer, and while it is not solving my problem I probably should list what I tried. Maybe it will be useful for others. In case a new answer actually solving my problem I would be happy to make a next bounty and award it.

To clarify - I was using it already and it is exactly what prompted "accurate" section and linked issues - this geocoder declared parts of USA to be within Canada.

See github.com/sildur/offline_geocoder/issues/11 - not sure is it a bug or not, but by looking at results and design it fails "accurate" part. It is not actually using any border data, it just finds nearest big city and gives its country as a result. Still, if no better answer will appear I will award bounty to you.
