You can check out zotero. It has an amazing pdf reader where you can open the same pdf in multiple tabs, and it'll reopen to whatever position it was closed at. You have amazing options to annotate ...

You can use the default Ubuntu PDF viewer - evince. Fill the form Print (CTRL + P) Print to file

Personally, I use Chromium. Its built in PDF viewer allows the filling of a form and then you can save it to disc either filled out, or as an unfilled form. For completing forms, I find it the most ...
