Code Anywhere should work. It has an IOS and Web client and supports syntax highlighting plus many other features typically found in an IDE. Additionally, you can setup the file you want to be edited on Google Drive or an ftp server and use Code Anywhere to edit it from there.

Sync from sync.com at this time still works perfectly on my home XP network. Initial storage is free. Support used to be wonderful, even for the free users, but this seems no longer the case.

Give Resilio Sync at try. I found it to work really well with syncing a large number of small files across my 3 devices (desktop, laptop, and NAS server).
