Collaboration on images and documents between windows and android

Question

Where I work now cooperation between sales and manufacturing departments proceeds using tons of paper. Every sale order (making custom furniture) managers in sales dep print on 2-5 a4 papers. Idk why but manufacturers don't use ERP or WMS (I don't know much difference) and they just receive papers with lists of all needed items to be produced. I curions is there maybe some kind of software like specialised image, pdf viewers available both on windows and android with synchronisation and collaboration functionalities that will allow easy file sharind between windows users (sales) and manfacturers (tablet android devices because mush cheaper) with some perks like annotations, text or image parts highlighting e.t.c. Server should be self-hosted and open source.
