Doesn't have to have to look and feel quite the same as Internet Explorer, but with a comparable look and feel and features. Not necessarily so slow. Maybe with its own browsing engine that's neither Blink, Trident, nor Gecko. Don't care if it's LGPLv2.1+, Eclipse Public License, Apache 2.0 License, 3-clause BSD, or proprietary. Don't care if it's closed source or source-available.
