I want to test a few APKs that are only compiled for Android arm-v7a devices and also I need root access to the device running it. What are some of the recommended ways of emulating an arm-v7a android image on a Windows PC. I do realize that this is not apparently possible because the windows run on x86 based architecture and not arm.

Through personal research, I have come to know about a software called QEMU that can run arm based images of the android as it can perform hardware virtualization of arm architecture. Still, I have not found any arm-v7a image for QEMU to run.
