I am seeking -for Linux- a free software or open source command-line build automation tool (similar in spirit to make or ninja) which conceptually handles dependencies on file content (not on timestamps), and which can take advantage of GCC's -M and related options (generating dependencies). Of course that tool might internally use the st_mtim given by stat(2) for caching purposes, but I don't want it to recompile my foo.c source file which has only been touch(1)-ed.

I know about omake and scons. Are there any others?
