One of my friends runs a number of coffee shops (not co-branded). He wants to maintain one product catalogue with [numerous] options (options for coffee are: Type, milk, sugars, syrup flavours, hot(er)/cold(er), cream... the list seems to be endless) for customers, and have the prices change for each shop, and recognise the local taxes issues too.

For example, one shop sells the product for $3.50 in a suburban mall, where a CBD outlet in a train station sells it $5.00 - another shop interstate might need to add 10%.

We've been looking into Joomla, Wordpress and others, however, we can't seem to find anything that might be suitable with simple modifications without needing to build something from scratch.
