I'd like to convert a web page like this and have the program filter it for the comments, rather than include "permalink, source" or irrelevant page elements.

The following tool chain can, (on just about any platform):
- Scrape a web page
- Identify specific elements
Read them out loud
- Programming Language: Python
- Web Scraping: Scrapy or requests
- Parse Scraped Page: Beautiful Soup or Lxml
- Text to Speech: Numerous python packages but Google speech might be a good match.
All of the above are Free, Gratis & Open Source, and cross platform so will work on at least Windows, Mac OS-X and Linux your question didn't specify a platform.
