I'm looking for tool to track/compare 2 XLIFF files , get the changes, and make new XLIFF file for sending to translation.

I need it for localization of my mobile apps. i'm using MAT on Visual Studio 2013 (Microsoft Multilingual App Translator). The purpose is to create XLIFF files for few languages, send them to translation, then when there is the need, update the .xlf files and send only the changes to translation again. (save money)

Didn't find this feature on some editors for windows (maybe i missed it)

It should be cheep and simple tool (free is better) on windows. Or there is another flow of translation i don't know off.
