I’m a developer and am willing to get into code but am terrible at UI. What are good resources for pre-made sites/templates or other resources for this?

Option 1:

Dreamweaver is website creation software by Adobe Systems that's used to create websites with HTML, CSS and other Web programming languages. Dreamweaver also offers pre-made elements that can be dragged and dropped to assemble a fully functional website using a what-you-see-is-what-you-get interface.

Dreamweaver is available as a standalone Creative Cloud product or as part of the Creative Cloud Complete subscription as of May 2015. Adobe offers training courses and tutorials for all its software on its website.

Note: I think it's not a good idea to use Dreamweaver to edit UI directly because the UI doesn't show the exact view as it is in the browser. However you can preview your page in the program window or external browser. You didn't provide us your OS, Dreamweaver has Windows and Mac versions.
